Guildford Borough Council [GBC] Planning Committee recently refused an application at Long Reach, East Horsley [16/P/01459] (similar to that at Russell Place Farm, Wood Street), for the creation of a "nature reserve" to "facilitate a SANG" (Suitable Alternative Natural Greenspace)

Suitable Alternative Natural Greenspace is a land use intended to off-set loss of land to development (mainly Green Belt land in Guildford borough, mostly for house building) within the 400m-5km mitigation zone of the Thames Basin Heaths Special Protection Area [TBHSPA] that is home to three rare UK bird species including the Dartford Warbler.

The refusal decision letter for the Long Reach application specifies it as "inappropriate development, which is by definition harmful to the Green Belt. Very special circumstances have not been demonstrated to outweigh the substantial harm to the Green Belt. The proposal therefore fails to comply with policy RE2 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction on 24/09/2007) and Chapter 9 of the National Planning Policy Framework (NPPF)."
