Notwithstanding the failure of the various attempts to have the Local Plan subjected to Judicial Review, the Save the Hog’s Back Group has written to all Councillors asking them to review the Plan in the light of the absence of any proposals for A3 widening in the Government’s Road Investment Strategy, which was published in March.

The letter includes a reminder that GBC and Highways England worked together to produce a Statement of Common Ground for the Plan, which included the statement:

The delivery of planned development in the later stages of the plan period is dependent on delivery of an improvement to the A3 through Guildford. It is understood that if it is not possible for Highways England to demonstrate a positive business case for an improvement to the A3 through Guildford, it may be necessary for Guildford Borough Council to consider a review of the Local Plan including its site allocations and infrastructure schedule."

Save the Hog’s Back is suggesting local residents write to their Borough Councillor asking them to support a review on the basis that the Local Plan’s Spatial Strategy is dependent on the A3 widening going ahead. They suggest that further grounds for reviewing the Plan are:

  • Guildford’s formal declaration of a Climate Emergency. Large-scale development on green fields, which will also lead to an increase in greenhouse gas emissions, is contrary to this.
  • The Local Plan includes the provision of an additional 40,000sqm to the retail space in Guildford. However, the Guildford Society believes that it is now more likely that the town will see a 40,000sqm reduction. Retail sites becoming vacant means that we could end up with a High Street with some parts reverting to offices and accommodation.
  • A new trend for home working, together with the likely demise of some businesses, may result in a reduction in the need for office space across the borough, enabling some offices to be used for accommodation.”
