Guildford Residents Association

Emerged out of EGRA (East Guildford Residents Association) as its founder believed it could represent the wider interests of mainly residents associations across the borough.  The GRA reputation grew as a result of their successful opposition to the scale of annual house building proposed under Regional Spatial Strategies.


Green Belt

The Metropolitan Green Belt is a statutory green belt around London, England. It includes designated parts of Greater London and the surrounding counties of Bedfordshire, Berkshire, Buckinghamshire, Essex, Hertfordshire, Kent and Surrey in the South East and East of England regions.

Serves five purposes:

  • to check the unrestricted sprawl of large built-up areas;
  • to prevent neighbouring towns merging into one another;
  • to assist in safeguarding the countryside from encroachment;
  • to preserve the setting and special character of historic towns;
  • to assist in urban regeneration, by encouraging the recycling of derelict and other urban land.

It covers 89% of Guildford borough.


A village that is 'inset' from the Green Belt or other countryside protection policies on the proposals map, sometimes allowing appropriate development. (Definition from the Planning Portal).  

Basically 'inset' permits a local planning authority to draw a line around land in the Green Belt and declare it no longer part of the Green Belt at which point all Green Belt planning protections are lost to the land within the boundary. This is likely to lead to "garden grabbing" and a densification of development within the inset boundary.

Local Enterprise Partnership

These bodies were enabled in order to replace the Regional Development Agencies of the previous government.  Their boards are composed of local and national business people (including house builders), local authority politicians, representatives of the armed forces, and representatives of higher education establishments.  The board is effectively self-selecting, undemocratic and unaccountable.  It is a channel through which central government money for housing and commercial property development are channeled.  The body containing Guildford is Enterprise M3 LEP.

Normandy Action Group

Formed 2004 as a result of perceived weakness in parish council governance and representation of residents’ interests.  Focus on issues of planning affecting the community and act as an enablement channel for residents to confront planning issues.
