TheĀ Surrey Draft Waste Local Plan 2018-2033 outlines facilities needed in the future to deal with business, domestic and civil engineering waste, including proposed locations and methods.

The plan lists nine proposed sites for waste facilities, that are either on or adjacent to Green Belt land:

  • Former Weylands Sewage Treatment Works (STW), Hersham
  • Land north east of Slyfield Industrial Estate
  • Land adjoining Leatherhead STW, Randalls Road, Leatherhead
  • Land west of Earlswood STW, Woodhatch Road, Earlswood
  • Land adjacent to Trumps Farm, Longcross
  • Land adjacent to Lyne Lane STW, Chertsey
  • Oaklead Farm, Stanwell Moor
  • Land at Lambs Business Park, Tilburstow Hill Road, South Godstone
  • Land at Martyrs Lane, Woking

According to the plan, between three to six of the above locations could be used for "energy recovery". Environmental activists claim this term is used to indicate incineration.

The draft plan highlights up to six sites for "energy recovery". Should this include incineration, the chimney plume of such plants can contain pollutants which have the potential to damage the environment and human health, including the production of the dioxins, acid gases, nitrogen oxides, heavy metals and particulates. The cleaning of the flue gases is an essential part of a modern incineration facility to reduce any emissions into the atmosphere to a level that meets the safety standards established in the Waste Incineration Directive. Additionally, once an incinerator is built it needs a steady input of waste to feed it. The plan refers to importing waste from London to support the operation of such waste management facilities.
