The hearing by the Planning Inspector of an Appeal against the issuing of an Enforcement Notice regarding “Land at Plot D, Land to east of Wanborough Woods, Westwood Lane, Wanborough, Guildford GU3 2JN” has been postponed for a second time.
This relates to the double-storey construction at the rear of the smaller AGLV field, which was erected without permission between April and June 2018, i.e. after the serving of the Article 4 Direction on this land in February 2018. An Enforcement Notice was served on 23 July 2019 with compliance due by 23 November 2019. This was appealed by the applicant; a hearing was initially scheduled for October 2020 but was delayed for Covid-related reasons. It was rescheduled for 13 April 2021, but was postponed on the grounds that the applicant was unwell and that the Inspector wished to visit the site, which would not be possible until the end of May at the earliest. This gives an idea of how tortuous the Appeals process can be, and why enforcement can be such a problem for the local planning authority (in this case GBC).
