Following confirmation on July 17th, the Secretary of State, Surrey County Council, landowners in Wanborough Fields and Vantage Land have been served with notices and copies of the Article 4 Direction, with site notices displayed at five locations around Wanborough Fields.

The following describes the current land use of the various plots. Illustrations of how the land is divided up into plots will be available when the content of the e-Newsletter 2018/10 is posted restrospectively to the NAG web site.

The 20-acre field on the bend of Westwood Lane

Four plots (D, E, F and G) have been sold in the 20-acre field.

  • Plot G is where a 2m fence was erected over a weekend. The owner has delayed a planning application for the fence. It is likely GBC Enforcement will propose a deadline (usually 28 days) and take action if there is failure to comply.
  • Plot D has no fence. A hedge planted around the plot is permitted under planning regulations. A stable has been placed on hard-standing and a water tank is being inserted in a large hole created by a large blue digger. The council’s enforcement officer has informed the site occupants that both these require planning permission. The landowner, who is not on-site generally, has been served with an Article 4 notification and will likely be presented with a deadline to submit a planning application.
  • Plot E now is now fenced in contravention of the Article 4 Direction. The name of the owner is unavailable on the  Land Registry. Enforcement action cannot proceed unless an owner’s name and address can be identified. No planning application has been lodged. 
  • Plot F is for the owner's equestrian activity. The owner has lodged an appeal against rejection of the application for change of use. The Planning Inspectorate will contact all those who commented on the original application when it initiates the appeal when fresh comments will be needed. The owner’s fence falls within permitted development as it was erected prior to the Article 4 Direction.

Plots in the lower field along Westwood Lane

  • Plots 1 and 2 next to the “pony paddock” owned by the barn developers has been purchased by a private property company that was set up in November 2017.
  • Plot 10’s owner is not yet listed on the Land Registry website.
  • The triangle of land next to the property known as 'Zenda' in front of woodland is retained in ownership by Hampton Estate and was not sold to Vantage Land with the 240 acres of Wanborough Fields.

Large plots in the upper fields

Some of the larger plots above the track on the side of the Hog’s Back have been subdivided and are being offered for sale by Vantage Land on Rightmove and UK Land & Farms.  There are now 3 plots leading up to the Hog’s Back behind Manor Farm Cottages

Barn development on the lane opposite Manor Farm Cottages

GBC granted planning permission for three 5-bedroom dwellings within the barn on 6 August 2018.

An application for change of use to garden was lodged by the barn developers on 23 March 2017 and later withdrawn. It is anticipated a new application will be submitted before the barn dwellings are offered for sale. The former application indicates strongly that permission will be sought to remove Wanborough Fields land from agricultural use. If granted, this would create a dangerous precedent for other areas of Wanborough Fields.
