A Waste Cardboard and Waste Paper recovery and transfer facility [SCC 2017/0118 and GBC 17/P/01585has been approved on part of the Earth Station site in Cobbett Hill Road, Normandy for the sorting and storage of cardboard and paper but not the actual recycling, which is done elsewhere.

All local Parish Councils (Normandy, Worplesdon, Pirbright and Ash) submitted objections as well as over 60 residents. Four residents and Keith Witham, Surrey Councty Councillor for Normandy spoke against the application and its location, arguing it be refused as inappropriate development in the Green Belt.

A majority of Surrey County Council Planning Committee voted in favour of the application, with conditions regarding traffic and HGV use. The main reason for acceptance was that this site has been used as an active light industrial site since the early 2000's.
