A substantial area of Green Belt agricultural land on the north slopes of the Hog's Back at Wanborough, has been sold to a land investment company, which has parcelled it up into a series of lots for onward sale. The area is entirely within the Area of Great Landscape Value [AGLV] and is due for consideration for inclusion in the Surrey Hills Area of Outstanding Natural Beauty [AONB].

On the advice of the planning advisor to the Surrey Hills AONB Board, it has been requested that GBC invoke an Article 4 Direction under the Town and Country Planning (General Permitted Development) Order 1995 to provide enhanced safeguards for the area but GBC's Director of Planning has rejected this request.

An Article 4 Direction removes “permitted development” from agricultural land such as the fields at Wanborough. It means that new “paddock” landowners would have to apply for planning permission to:

  • Erect fences and outbuildings
  • Lay down hard-standing
  • Allow activities such as car boot sales or clay shoots to operate on their land

Residents in Wanborough have set up an online petition requesting that the Council overrule the decision by the Director of Planning and that the Article 4 Directive be invoked.  The petition is open to everyone living/working/studying in Guildford borough. Five hundred signatures are needed before this request can be put to Council.
