The second planning application [16/P/02134] for change of use from agricultural land to Suitable Alternative Natural Greenspace [SANG] at Russell Place Farm, Frog Grove Lane, Wood Street has been refused by Guildford BC Planning Committee, overturning the recommendation of the case officer.

The application was dressed up to appear as if it was a beneficial local nature reserve but would have enabled developers to build over 1,800 new homes proposed in the draft Guildford Local Plan in the 400m-5km mitigation zone around the Thames Basin Heaths Special Protection Area [TBHSPA]. Over 100 residents from Normandy, Wood Street, Fairlands and elsewhere submitted their objections to the proposal.

The SANG proposal was designed to support eight sites' housing volume to offset of loss of land (mostly Green Belt), particularly in Ash Green (900 dwellings). SANG is a planning mechanism designed to allow the applicant to provide alternative greenspace to which to divert the leisure walks of the increased number of residents and associated pet dogs away from the rare Surrey heathland habitat that is home to threatened species of ground-nesting birds such as the Dartford Warbler, Nightjar and Woodlark.

Importantly, Natural England continued their reservations, expressed in relation to the  previous application, stating that the application failed to propose a funded long-term management and maintenance plan for the land that would enable them to consider the land as permanent SANG.

The decision letter is terse, as follows:

"The proposed material change of use of the land represents inappropriate development in the Green Belt. No very special circumstances exist to clearly outweigh the harm to the Green Belt as required by paragraph 87 of the National Planning Policy Framework. The proposal therefore fails to comply with the requirements of Section 9 of the National Planning Policy Framework and policy RE2 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24 September 2007)."
