After months of prevarication, Guildford Borough Council [GBC] planning officers have finally brought forward 15/P/00521 for consideration by the full GBC Planning Committee.  Members will be considering the application for permanent permission for the 6-pitch traveller site on land to the rear of Palm House Nurseries, Glaziers Lane.

Should residents plan to attend, the refurbishment of the main council chamber is incomplete and the Planning Committee will meet in the Foyer Area, (next to reception), Millmead House, Millmead, Guildford, Surrey, GU2 4BB at 7.00 pm, Wednesday 16 December 2015.

The site was granted 3 years temporary permission [09/P/01851] in 2011 for 6 specifically named individuals and their family members by the Secretary of State, DCLG after the applicant appealed due to GBC failure to determine in the statutory period.  Subsequently a further 2 years temporary permission [13/P/00447] was renewed in 2013 under a variation of conditions and this expired 31 March 2015. The applicant continues to seek personal permission for occupants of each of the six pitches.

The application will be considered under GBC policies arising from the 2003 Local Plan, attenuated by the NPPF in its current form.

This site has been identified in the draft Guildford Local Plan as one of a number of traveller sites proposed for ‘insetting’ [Site 093].  Thus it will change the planning status of the site, as ‘inset’ land is withdrawn from the Green Belt.  Such a ploy means the site will no longer be subject to the Green Belt planning restrictions for traveller pitches introduced by the current government that might result in refusal of permission if the land remained in the Green Belt.
