Increasingly, local and central government are asking for the public and so-called 'stakeholders' to participate in reviewing policy-making. This came out of a recognition of policy failures.  It was simply no good enough to presume that that civil servants in Whitehall and local authority officers new best when it came to evolving responses to complex policy issues and in some cases their views embodied in policy resulted in unintended consequences.

Consequently, residents are now faced with a barrage of consultations covering a wide range of policy issues at national and local level. Mostly, in a local context, these consultations involve the planning process and how it is shaping and will shape the future of our community.
